Dave Brown launched Consumer Health Engagement & Quality Solutions (CHEQS) in March, 2017. CHEQS’ mission is to contribute to the nation’s quest to reduce costs, improve quality and engage consumers. This quest is guided by 40 years of leadership within the California employee benefits community. Dave serves as a strategy advisor and distributor for benefits and healthcare companies that align with CHEQS’ mission.
Previously, Dave served as Area President and California Practice Leader for Arthur J. Gallagher, Inc’s Benefits & HR Practice. Dave and his team consulted with employers in all risk and group benefit areas, specializing in strategic benefit design, managed health care operations and funding (including captives), employee communications/private exchange, and human capital/productivity issues.
Before joining Gallagher in 2004, Dave spent 18 years as a Consultant and Healthcare Practice Leader for other benefits consulting firms – working with such diverse clients as KLA-Tencor, Plantronics, Pacific Bell, Fireman’s Fund, Potlatch, Intel, Silicon Graphics, and Siebel Systems. His career is highlighted by innovation – most notably HMO evaluation/consolidation studies in the late 1980s; and the founding of Benefits Alliance, the first US middle market medical benefits exchange. For Benefits Alliance, Dave guided the entire process, including recruiting/selecting/contracting with 5 health plans (including Kaiser); creating a risk adjusted rating model; and supervising all operations until its sale in 2001.
Dave graduated in 1976 with an Insurance major from San Diego State University. His proudest personal accomplishment is successfully launching 5 adult children.
